Programme Objective
To provide strategic direction, management and administrative services to support the efficient and effective operation of the Ministry's programmes and activities.
Key Programme Strategies/Activities for 2017
- Enhance human resource capacity via training programmes in customer service, record management, software application, project management and financial regulations.
- Reduce the food import bill through a process of import substitution by focusing on selected commodities.
- Develop an agricultural sector plan in congruence with the National Economic and Social Development Plan 2013-2025 and associated medium term plans.
- Develop an agricultural and fisheries investment guide (including a portfolio of commercial investments for private sector investment in production/harvesting, marketing and agro-processing and agro/eco- tourism) in collaboration with Invest SVG.
- Integrate livelihoods into food security and sustainable agriculture.
- Implement a "By Fresh" campaign to grow demand for locally produced foods, especially among the youth or changing consumer preference.
- Encourage sustainable resource management and the conservation of ecological systems.
- Strengthen the administrative and management structure of the Farmers' Support Company.
- Monitor and evaluate all project and programmes implemented by the Ministry monthly.
- Enhance efficiency in the production of the major commodities with the aim of being more competitive in marketing and processing.
- Promote the sustainable use of marine resources.
- Increase foreign exchange earnings from locally produced agricultural commodities.
- Continue the commercialization of the fishing industry.
- Assessment of value chains with the aim of improving the industry.
- Collaboration with various stakeholders to developing and sourcing funding for two (2) culinary/food festivals: Breadfruit Festival, Mango Festival and Fish Nights.
- Revise legislation concerning theft of farm produce and the damage of agriculture crops by animals.
- Establish a land bank register with available lands for purchase and lease.
- Increasing market shares though: Revision of an agricultural export strategy to maximize air transport (Argyle International Airport) and maritime transport; Aggregation of producers and linking them with regional and global food chains; and Establishment of a trade facilitator posts in strategic agricultural markets.
- Development of an agro-forestry programme in collaboration with the Forestry Division to promote the sustainable use of land, local timber and the production expansion of timber, coffee and cocoa.
- Formalization of the diversification functions to adequately facilitate agricultural marketing, commercialization and agro-tourism development activities.
- Establish/re-establish mechanisms to facilitate multi-stakeholder collaboration as a means of pursuing joint development:
- National Agro-tourism Committee facilitate of the agro-tourism sub-sector development;
- District Action Alliances to facilitate agro-tourism tour route development; and
- National Breadfruit Committee as a national chapter of the Caribbean Breadfruit network to pursue breadfruit industry development."
- Collaboration with various stakeholders to developing and sourcing funding for two (2) culinary/food festivals: Breadfruit Festival, Mango Festival and Fish Nights.
- Training of entrepreneurs to build their capacity to pursue commercial agribusiness investments in value-added business.
- Sourcing of funds to develop community based agro-industries and -tourism investments.
- Piloting the successful implementation of tours to farms, forest and fishing areas to increasing livelihood opportunities in the agricultural sector.
- Increasing market shares though: Revision of an agricultural export strategy to maximize air transport (Argyle International Airport) and maritime transport; Aggregation of producers and linking them with regional and global food chains; and Establishment of a trade facilitator posts in strategic agricultural markets.
- Enhance traditional commodities using technology and the application of science.
- Improve food safety from plant health to food processing.
- Adapt climate change and disaster risk management measures and mitigation strategies for reducing risk and improving resilience in the agriculture sector.
- Strengthen the capacity of cooperatives to enhance earnings generated from increased agriculture output.
- Promote and support opportunities for youth and women in agriculture.
